She has a proven history of achieving results working hand-in-hand with governments striving to deliver complex policy objectives. She has a strong capacity to manage teams across multiple projects and locations in high-pressure environments.

Mary is supporting DA’s next phase of growth through contracted support as a consultant.
Previously, Mary served as a project leader at DA, working extensively with cities in North and Latin America and helping set up the Bloomberg Philanthropies American Cities Climate Challenge. She sought the passage of 100+ climate policies in 25 cities to reduce greenhouse gas emissions, and managed coaching teams in Bloomberg Mayors Challenge Champion cities. She implemented “test and learn” phases in winning cities, where each city received $100,000 and technical assistance to pilot and adapt their ideas.
Mary supported the World Health Organization in their development of internal infrastructure to measure, track, and pursue Director General Dr. Tedros Adhanom Ghebreyesus’ Triple Billion targets. She worked in West Africa to expand access to women's health, including facilitating the spread of family planning in Burkina Faso.
Mary also advised governments, private foundations, and multilaterals on the establishment of Delivery Units and the implementation of system-wide climate change and health reforms. Her clients have invited her to run capacity-building workshops across sectors and governments to scale the impact of Deliverology within their organizations.
Other Experience
Mary led infectious disease and antiretroviral policy, strategy, and international relationships at Mylan Pharmaceuticals. She also led an HIV treatment costing study in Rwanda to establish the baseline cost (per patient / per year) of antiretroviral treatment in Africa, and assisted the government of Rwanda with a health financing strategy to expand access to HIV treatment with the Clinton Health Access Initiative. She and her team significantly increased the number of patients on HIV treatment in Rwanda, paved the way for a new portfolio of health financing opportunities in-country, and began the path toward Universal Health Coverage.
