Summary

Luciana is a public affairs professional with more than eight years of experience, including more than four years working on USAID-funded projects in Latin America through Chemonics International, with a focus on economic development, human rights, and financial inclusion. She is passionate about using effective governance and social policies to advance human development, and is especially interested in how cities can promote equitable outcomes for vulnerable populations.

Delivery Experience

Luciana is currently aggregating insights and lessons learned around social policy expansions under the American Rescue Plan to improve uptake moving forward. 

She has also developed partnerships with government agencies to apply evidence-based decision-making to public policies.

Other Experience

Previously, Luciana worked at Innovations for Poverty Action, managing and producing content and analysis for RECOVR, the organization's flagship COVID-19 response. In this role, she analyzed results from around ten thousand households as part of a ten-country panel survey measuring the socioeconomic impacts of COVID-19. The results were shared with government and NGO partners to inform pandemic responses, such as economic recovery, distance learning, and social protection. Specifically, Luciana wrote policy briefs, blogs, research summaries, and case studies, and also managed webinars to convey policy-relevant research insights. 

Luciana started her career at Namati, where she helped manage a global network of grassroots legal empowerment organizations, which included planning regional conferences, developing trainings, and curating content for an online community platform for practitioners.
