Summary
A statistician-economist with 7 years' consulting experience—successively with Deloitte Consulting, KPMG's International Development Advisory Services and Dalberg—Gilles specializes in the implementation and coordination of public policy projects. He has significant expertise in employment and education policies, and has accompanied international institutions in a dozen countries on more than 27 reforms and support projects. The cross-cutting issues of good governance, gender, risk management, transparency and sustainability remain at the heart of the support he provides.

Delivery Experience
Gilles is working to increase the capacity of the public structure in charge of implementing Côte d'Ivoire's youth employment and education policy. He has worked on several evaluations in Côte d’Ivoire’s education-employment sector, with his most recent projects including:
- Evaluating procurement procedures in the education sector following budgetary support from AFD (France);
- Evaluating implementation of the World Bank's Program-for-Results financing instrument; and
- Monitoring and evaluating the Digi Femmes program (supported by the Millennium Challenge Corporation) to increase women's employability and autonomy.
Other Experience
Prior to joining DA, Gilles worked on several projects in the health and agriculture sectors. In the health sector, he evaluated the health supply system in 10 countries and assisted the Central African Government in implementing an external financing management structure.
In the agriculture sector, Gilles worked on the reform and evaluation of several Ivorian agricultural policy implementation structures (the cocoa-coffee chain, cotton-cashew chain, rubber-oil palm chain and other food chains).
