Clara has extensive experience in monitoring and evaluation, especially related to education and social development policies. She is passionate about using evidence to inform public policies to advance equality of opportunities for everyone. She is a political scientist by training, and has advised local governments around the world.
Education
Delivery Experience
As part of DA’s Measurement and Evaluation practice, Clara is currently working with Bloomberg Philanthropies to design a monitoring system that tracks results of a grant program seeking to add 150,000 quality charter school seats by 2026 in ten U.S. regions.
Other Experience
Prior to joining DA, Clara led the Research and Evaluation Unit at Sonho Grande, a Brazilian Foundation that provides technical assistance to local governments in Brazil. In this role, she generated key data that contributed to building national consensus in the country around the importance of scaling up a full-time high school program that has impacted one million students.
In this same position, she piloted and scaled up an SMS behavioral-based intervention during COVID-19, which, after rigorous assessment, showed a positive impact on students’ performance and a 20% reduction in dropout risk among high-school students. This intervention impacted 50k students in ten states in Brazil.
Previously, she worked as a consultant for the Inter-American Development Bank (IDB) at the Education Division and at the Office of Evaluation and Oversight. She was also a consultant at the Centro de Estudios Educativos y Sociales (CEES) in Mexico and at the Mexican Government, advising local governments on the construction of their monitoring and evaluation systems. She is a political scientist by training with an MPA in International Development from Harvard Kennedy School.
